You should simply replace this part of the faucet system as this is responsible for cutting of the water supply, when the tap is closed.

A leaky toilet is the situation where the plumber becomes a must. It basically is an indication that the wax ring has to be replaced. It can be a very messy task indeed, so that's why you should leave that job to the plumber- after all they need to earn too!
